Mexico City is one of the world's most populous cities. With about 20 million people, every move that it takes can greatly affect how the world goes as far as urban regions are concerned. And just last December, Mexico City decided to make a bold move to pass a historic climate change legislation that will boost the campaign for saving our environment.

50 of 66 city legislators voted to establish regulations on greenhouse gas emissions and to establish a carbon market. Though last November's UN Climate Change Conference in Cancun did not yield any good result, it was the leadership of the local government that shone through. In fact, the legislation was fast-tracked in order to make it to the UN Climate Change Conference.

Among the provisions included in the Law for Mitigation and Adaptation to Climate Change are the establishment of an inter-agency climate change commission for Mexico City, the authorization of the local government to impose "green taxes" on pollution-emitting companies and industries, the creation of a climate change fund, the creation of a greenhouse gas market to support the climate change fund, and the regulation of greenhouse gas emission.

It is this proactive movement of states and local governments to help the environment that should knock on the international community's doors and convince entire countries to enact such revolutionary measures.

Mexico City is not exactly new to making groundbreaking moves. Just last year, it also enacted a law that allows gay marriage and adoption, one of the first few major cities in Latin America to do so. Citizens of Mexico City should be proud that they have one real functioning city government.
